Dear Valued Customer,
Following our advisory dated 20 June 2024, OOCL will commence Entry Summary Declarations (ENS) filing into ICS2 for all shipments import to or transshipped via EU countries, plus Norway, Switzerland and Northern Ireland on or after 4 November 2024.Regarding the data element of ENS required by ICS2, please ensure that you provide complete and accurate shipping instructions before the SI cutoff closing time. The following ENS data elements should be included:
- A complete and accurate cargo description
- 6-digit Harmonized System (HS) code for each cargo description.
- The Economic Operators Registration and Identification (EORI) number of the consignee established in the EU, if such a number was assigned to this party, or the full address of the consignee, including the P.O. box number, postal code, sub-division code, city, and country.
- Buyer and seller information is required for place of delivery in EU member states, Norway, Switzerland, and Northern Ireland for the Straight Bill of Lading.
- Customs Union and Statistics Number (CUS code) for harmless and dangerous goods(DG) chemicals if applicable, as maintained in the European Customs Inventory of Chemical Substances (ECICS).
- EORI number of the supplementary declarant (Self-filer on Buyer and Seller Information or House Bill of Lading Information)
If your shipping instructions (SI) are not received on time, we will be unable to complete the advanced filing of customs declarations as required by the regulations. As a result, we will have to strictly enforce the “No MRN/ No load” policy. This means that OOCL will be unable to load your shipments without a valid MRN (Movement Reference Number) from EU Customs.
For those who prefer OOCL to file house bill information on your behalf, additional information will be required starting December 2024. We shall provide you with detailed requirements in our next customer advisory.
