Closure of ICS2 Release 3 - Step 2 Deployment Window for Maritime & Inland Waterway House-Level Filers (1 April 2025)

We would like to inform you that the deployment window for ICS2 Release 3 for Maritime and Inland Waterway House Level Filers will close on 1 April 2025. In accordance with European Union (EU) regulations, it is mandatory to submit a complete and accurate Entry Summary Declaration (ENS) for all shipments entering or transiting through the EU countries, as well as Norway, Switzerland, and Northern Ireland.

To ensure seamless compliance and prevent any disruptions to your shipments, we kindly request your cooperation in following the guidelines below: 

  • Complete and Accurate Shipping Instructions (SI): Ensure that all shipping instructions (SI) submitted to OOCL include comprehensive and accurate details, such as the House Bill of Lading (HBL) and Buyer/Seller information, especially if OOCL is managing the ENS filing on your behalf.

  • Submitted before SI Cutoff Time: Shipping instructions (SI) must be submitted before the SI Cutoff time to comply with 24 hours rule prior to cargo loading and obtain the mandatory Movement Reference Number (MRN) acknowledgment.

  • Valid EORI number: A valid Economic Operators Registration and Identification (EORI) number is required for the Supplementary Declarant. Submissions without valid EORI number will be rejected, potentially leading to delays or penalties.

  • “No MRN, No Load” Policy: Please note that cargo will not be permitted for loading at the origin port without a valid MRN acknowledgment confirming successful ENS submission.

To prevent potential delays, penalties, or operational disruptions, we strongly recommend reviewing your shipment details carefully to ensure full compliance with these updated regulations. Timely compliance will support the seamless and efficient transport of your cargo.​
