China’s 24 hour Advanced Manifest Regulation – Implementation of Manifest Submission for Import Shipments to China

We would like to inform you that OOCL will be one of the pilot ocean carriers to start the advanced China customs cargo manifest submission from January 1, 2009. 

The official enforcement date for the new regulations is January 1, 2009, but a grace period, covering the initial 3 – 6 months without associated penalties, has been verbally confirmed by China Customs Authorities.

During the grace period, OOCL will maintain the existing Customs regulation manifest submission and will start the new automated customs manifesting implementation process on a phased basis, service by service, beginning with the CCX OOCL Southampton voyage 12W ex-Los Angeles on January 2.

Please note that in order to process your cargo information with China Customs before cargo loading, your shipping instruction must be received at least 2 working days prior to the cargo load port cutoff.  You may refer to the detailed S.I. cutoff time for each vessel on our website, oocl.com. Your shipping instructions must contain all related container(s) and seal(s) numbers covered by the booking/bill of lading. 

We appreciate your assistance and cooperation in complying with these new requirements, while adjusting your shipping instruction submissions on an as-needed basis, to meet the timing guidelines required by China Customs. All amendments after the initial S.I. submission must be received in writing.

OOCL will continually review the implementation progress with China Customs to ensure effective compliance, with zero or minimum impact to our customers’ shipments during the transitional period and beyond.
