Israel 24 hour Advanced Manifest Regulation

Dear Valued Customers,

OOCL would like to inform you that the Israel Customs has announced a new rule in the 24 hour Advanced Manifest Regulation.  The new rule requires all ocean carriers to submit a list of customs-defined manifest data to the Israel Customs at least 24 hours prior to cargo loading at Port Of Load and will affect our ABX service (with direct calls to Israel) and EUM service (with Public Feeders to various ports which may include calls to Israel).  The rule ONLY applies to all FROB (Freight Remain On Board) Cargo (cargo that will remain onboard the vessel when calling an Israel port).

Israel Import and Transhipments through Israel ports are NOT within the scope of this new regulation. 

Based on the information provided, we would also like to highlight the following details for your kind attention:

•   The new rule be effective on September 9, 2013.  There will be a pilot run period from July 1 to September 8.
•   Submission will be on the Master B/L level only.  No Self Filer process involved.
•   To Order B/L is Acceptable.
•   Split B/L is acceptable, but penalties may be applied to any amendments made to the B/L after customs submission.  The details on the penalties have yet to be published by the Israel Customs.
To comply  with this regulation, we request that customers provide complete and accurate shipping instructions before the closing time found posted on our website and in our Booking Acknowledgements/Confirmations document.
