Export SCMTR Implementation Guidelines
Dear Valued Customer,
The document outlines essential guidelines for customers to comply with the Central Board of Indirect Taxes and Customs (CBIC) SCMTR requirements for Sea Departure Manifest (SDM) and Sea Departure Notification (SDN) submissions at Indian sea ports.
Shipping Instruction (SI)
- Shipping instructions must be submitted 48hrs prior to vessel arrival.
- IEC/PAN number of actual shippers should be declared in SI.
- 6-to-8-digit HS codes should be provided while submitting the Shipping instructions.
- For multiple Harmonized System (HS) code, a detailed bifurcation is required. This means that the HS code should be broken down by package count, package type, gross weight, net weight, and cubic meters (CBM)
House BL submission through ODeX.
- HBL should be submitted through oDeX 48hrs prior to vessel arrival.
- While submitting the HBL, please mention OOCL MBL (example BL No start with prefix “OOLU “)
- IEC/PAN number of actual shippers should be declared while submitting the HBL.
- 6-to-8-digit HS codes should be provided while submitting the HBL.
- For multiple Harmonized System (HS) code, a detailed bifurcation is required. This means that the HS code should be broken down by package count, package type, gross weight, net weight, and cubic meters (CBM)
- Shipping Bill details should be submitted while submitting the HBL.
- Container wise correct shipping bill number should be updated along with correct PCIN Number.
CSN Filing independently by freight forwarder.
- CSN No and date along with primary cargo identification number (PCIN) should be submitted through oDeX 48 hrs prior to arrival.
- The document specifies that forwarders who are registered under SCMTR can file the House Bill of Lading (HBL) directly and obtain the CSN number from Customs. These details must then be submitted through oDeX
- CSN No filed by forwarder will be included in Sea Departure Manifest (SDM)
- CSN should be filed with valid VCN No / IMO code and Container ISO Code.
Important notes
- While submitting the shipping bill on ODeX, please mention OOCL MBL no. (example BL No start with prefix “OOLU “)
- Correct and final Shipping Bill No, date, PCIN No, Marks and Numbers, Container No which is tag into each shipping bill should be declared.
- Shipping Bill (E-Shipping Bill (LEO) original PDF Copy) must be submitted through ODEX within given cutoff for smooth SCMTR filing.
- In case HBL is not submitted timely through ODeX then SDM will be filed on MBL basis.
- OOCL will not be responsible for any amendment or penalties due to discrepancies or non-submission of shipping bill and HBL.
- For all shipments, shipping bill copy (E-SHIPPING BILL (LEO) original PDF copy), VGM copy, and SI should submit within cutoff time for SCMTR smooth filing, FORM-13 will be processed only after SI submitted as per below guidelines
- OOCL will not issue Part BLs against single shipping bill.
Failing the above guidelines, the container will
not be loaded & all applicable charges will be debited to Shipper’s /
Booking party’s account.
