Further to our previous advisory on China’s 24 hour Advanced Manifest Regulation, we would like to provide the following update on the implementation progress.
From January 2009, OOCL started to implement the new automated customs manifest submission process on a phased, service by service basis. The phased implementation will be completed in May. OOCL is already fully prepared for customs manifest submission to the relevant customs authorities.
According to the most recent information available, our understanding is that with effect from 1 July, 2009, a parallel run period of the new customs submission process will be enforced by Chinese Customs. This means that the full customs manifest must be submitted as of 1st July. After 1st July, for any failure to comply, a penalty may be imposed at Customs' discretion.
Customers are advised to observe the documentation cutoff time in each loading region to ensure compliance with the new customs manifest rule.
