China’s 24 Hour Advanced Manifest Regulation - March 2009 Update

March 2009 UPDATE - China’s 24 Hour Advanced Manifest Regulation – Revised Shipping Instruction (S.I.) Cutoff Time – USA and Canada Origin Cargo for Direct China Port Discharge

The official enforcement date for the new regulation is January 1, 2009. The pilot period will cover the initial 3 – 6 months of 2009. During the pilot period, OOCL will observe the existing China Customs regulation manifest submission requirements. However, OOCL will not withhold any China Customs non-compliant cargo from loading during the pilot period.

OOCL will start the new automated customs manifesting implementation process on a phased basis, service by service, beginning with the CCX service.

The next service to be phased in is the SSX service, beginning with the SSX OOCL Tianjin voyage 040 W ex-Long Beach on March 6th.

We will advise further as additional service loops are added to our pilot testing.

In order to meet the new China Customs rule requirements, and to ensure smooth shipment handling after the implementation of the China 24 requirement, we appreciate your kind cooperation to provide OOCL your CCX and SSX service shipping instructions, with container and seal information, at least 2 working days prior to the cargo load port cutoff. This will allow for documentation preparation and submission to China Customs based on the below Shipping Instruction cutoff schedule:

We appreciate your assistance and cooperation in complying with these new requirements and adjusting your shipping instruction submissions on an as-needed basis to meet the timing guidelines required by China Customs.

All amendments after the initial S.I. submission must be received in writing.

OOCL will continually review the implementation progress with China Customs to ensure minimum impact to our customers’ shipments in the transitional period.

Please also bear in mind that the US CBP and Bureau of the Census Mandatory AES information submission deadline of February 1, 2009 has not changed. For vessels with a US load port cargo cutoff of January 31, 2009 or later, please note that OOCL now employs a "No AES information; no load policy" if AES information is not submitted by the previously communicated service loop load port deadline.
