Customer Advisory - U.S. CBP ruling on containers containing residual chemicals entering into the U.S.

U.S. Customs and Border Protection (CBP) has modified a previous ruling HQ 113129 and will not allow inbound containers containing residual chemicals entering into the U.S. to be manifested as empty containers as of August 16th, 2009.

All U.S. inbound containers containing residual chemicals entering into the U.S. must be classified, entered, and manifested. OOCL has required all U.S inbound containers containing residual chemicals be manifested to CBP in accordance with the U.S. CBP 24 Hour Rule. To remain compliant and avoid any potential cargo delays, we request the Bill of Lading cargo description provided on the shipping instructions to OOCL Origin Documentation offices indicate the chemical name along with description of residual or other such term without the use of the word "empty".
