Customer Advisory: Canada Border Service Agency (CBSA) Reporting Requirement for United States Loaded Freight Remaining On Board (FROB) Cargo
Canada Border Service Agency (CBSA) has announced effective January 1st, 2011, that CBSA will require electronic advance manifest submission for United States port loaded FROB cargo. This encompasses cargo loaded to a vessel at a United States load port prior to same vessel calling a Canada port. Currently United States port loaded FROB cargo is exempt from any CBSA advance manifest requirements. To be in compliance with this CBSA January 1, 2011 reporting requirement, United States port loaded FROB cargo must be manifested electronically by the ocean carrier at least 24 hours prior to arrival of the vessel at the first Canadian port. If the length of the voyage is less than 24 hours, the cargo data must be manifested at time of the vessel’s departure from the United States load port.
For all vessels covered by this CBSA FROB reporting requirement OOCL will therefore require your complete Shipping Instruction submission to our OOCL Documentation team by the required due date indicated on your OOCL booking acknowledgement. Failure to do so may result in your shipment not loading the intended vessel voyage. The impacted OOCL services are:
