Customer Advisory:  European Union Regulation 1875/2006 – Advance Manifest – Update

Further to our previous customer advisories about the EU regulation 1875/2006, effective January 1st 2011, all ocean carriers are required to submit a list of legislation-defined data elements to EU Customs at a vessel's first EU port of call, at least 24 hours prior to cargo loading onboard the European Union bound vessel. The regulation is applicable to all import cargo to or via any EU Port.

To comply with the EU regulation, customers are requested to provide complete and accurate shipping instructions 2 working days prior to the load port cargo cutoff.  The shipping instruction documentation cutoff is available at below icon as well as included in our Booking Acknowledgements/ Confirmations.   Failure to provide complete and accurate shipping instructions by the designated shipping instruction documentation cutoff will result in cargo, if already received, being rolled to the next available vessel with the exporter being responsible for all associated costs in addition to a $200 per bill of lading fee.

Please click on below icon to review the shipping instruction documentation cutoff for each service sting calling Canada, United States, and Mexico along with the effective vessel voyages in which a No Shipping Instruction, No Load policy will be enforced.

The mandatory data elements for an Entry Summary Declaration which must be included in your shipping instructions are:

  • Full name and address (including postal code) of shipper and consignee
  • Full name and address (including postal code) of notify party where goods are carried under a negotiable “to order” B/L
  • Container number
  • Acceptable goods description in line with the EU guidelines on acceptable and unacceptable terms for the descriptions of goods for exit and entry summary declarations” (not necessary if the 4 digits HS code is provided)
  • Preferably the first four digits of the HS code for each goods item.  6 digit HS Code is recommended
  • Number and type of packages
  • Cargo gross weight
  • UN dangerous goods code where applicable
  • Seal number

Besides the mandatory data elements, we kindly request customers to provide us with their EORI number in writing upon receipt from EU authorities.  For more details about the EORI no., please click here for the customer advisory posted on OOCL.COM.
