Development of the Asia-US trades in 2007 caught a lot of people by surprise. Ocean-bourne imports grew marginally after years of robust growth. The subprime mortgage crisis, record fuel prices and the weak dollar lowered consumer confidence and slowed imports. On the flip side, strong currencies among our trading partners and diversion of agricultural products from bulk carriage to containers yielded double digit export growth, also unseen for many years.

Carriers will continue to struggle with rapidly rising rail, truck, fuel and labor costs that are built into contracts, to be adjusted or further negotiated.

Adding to the burden are new security and environmental compliance requirements. Forecasts call for moderate growth in the eastbound Trans-Pacific this year, while the westbound trade will continue to boom - to the extent that demand will outstrip supply when the cube/weight discount of the heavy outbound cargo is taken into consideration. That's particularly true for cargo originating at inland points. Shippers exporting from North America will have to bear a much higher share of the round-trip costs to secure space, equipment and needed services.

As we witnessed in 2007, carriers must dedicate assets first and foremost to the most remunerative Asia-Europe and Intra-Asia trade lanes. Supply and demand will right itself much more quickly and efficiently than before because of the global coverage of all major carriers.

This will be a challenging year for carriers and customers alike.

In response to growing market interest, OOCL has introduced a Northbound service linking the Mexican Gulf ports of Veracruz and Altamira with the Mid West Region by way of the New Orleans gateway and rail into Chicago.

The increasing cost of overland cross border transportation is leading shippers to explore alternative methods making this coastal route an increasingly attractive option for cargo sourcing from the Mexican Coastal Region into the US Heartland.

Mrs. Barbara Bush christens OOCL Texas m.v.  at Yangshan Deepwater Port, Shanghai



OOCL is proud to announce on Tuesday, March 11, 2008, the christening of our new 4,578 TEU vessel, built by Samsung Heavy Industries.

The vessel was christened the m.v. OOCL Texas by the honorable sponsor, Mrs. Barbara Bush. The christening ceremony took place at Yangshan Deepwater Port, Shanghai.

President George H W Bush; Mr. Tung Chee Hwa, Vice-Chairman of the Chinese Peoples Political Consultative Conference; Ms. Li Xiaolin, Vice President, Chinese People's Association for Friendship with Foreign Countries; Mr. Tang Dengjie, Vice Mayor of Shanghai Municipal Government and Mr. J W Kim, President and CEO of Samsung, were the honored guests among 200 participants at the ceremony.
 
President George H W Bush, in a speech at the ceremony, said the China - US relationship was the most important bilateral relationship. He highlighted the progress that has been made in the relationship, and said that the christening of the ship represented a close bond between the two nations. President George H W Bush also commented that he was impressed with developments at Yangshan Deepwater Port, and said he was delighted with the arrangements at the christening ceremony.

10+2 Security Filing Regulations
The US Department of Homeland Security has published their proposed 10+2 security filing regulations. The US Customs and Border Protection component of the DHS will require two pieces of additional information from ocean carriers:

1) a vessel stowage plan used to transmit information about the physical location of cargo loaded aboard a vessel bound for the United States which must be submitted within 48 hours of vessel departure from a foreign port.

2) container status messages, which report container movements and changes in status (e.g., empty or full).

Importers will have to file ten different types of information:

--Manufacturer (or supplier) name and address
--Seller (or owner) name and address
--Buyer (or owner) name and address
--Ship-to name and address
--Container stuffing location
--Consolidator (stuffer) name and address
--Importer of record number/foreign trade zone applicant identification number
--Consignee number(s)
--Country of origin, and
--Commodity Harmonized Tariff Schedule number

The public had until March 3, 2008 to comment on the proposed new regulations. Customs intends to phase in enforcement of the new rules over a 12 month period. The analysis of the rules impact suggests that importers will have to add an additional day to their transit schedules due to the new information requirements during the first year of implementation of the new rules. This is expected to drop to 12 hours by the second year.
