Southern California Ports' Clean Trucks Program

Please be reminded of the Clean Trucks Program that initiated by the Ports of Los Angeles and Ports of Long Beach will become effective as of October 1, 2008. Details of the program is available from their web sites :

All customers using these two ports for import and export will be impacted and just to highlight several major areas:

                    

  • All 1988 and older trucks will be banned.

  • A Clean Truck Fee of $35 per TEU ($70 for lager sizes) will be assessed by the terminal operator for all loaded containers entering or leaving the terminal gate via a drayage truck, except that if the truck used is 2007 or later model with EPA compliant and not purchased with port's fund or trucks using alternative fuel (e.g LNG) will be exempted from the fee application.

  • Beneficial Cargo Owner is responsible for the Clean Truck Fee.

Mandatory Automated Export System (AES) Filing

The U.S. Commerce Department, Bureau of the Census, and Customs and Border Protection (CBP) have issued the Mandatory Automated Export System (AES) final rule with full enforcement effective as of September 30, 2008. Enforcement will be by CBP.

Logistics Management 2008 "Quest for Quality Awards" - OOCL in the Winner Circle
Logistics Management magazine announced results of the 2008 "Quest for Quality Awards" of the various transportation categories and OOCL was pleased to have once again entered into the winner circle of ocean carrier category. Our weighted score of 33.56 is 1.35 point above the total weighted average 32.21.

Results were compiled through a survey with the Logistics Management magazine readers and this year, they received a total survey response of 6,171. To be qualified to enter into the winner circle, the service provider has to receive at least 5% of the category vote.

According to this year’s survey Logistics Management claims that 15 carriers have undoubtedly met shipper needs on the various routes they served over the past year. In fact, they stated that they have an even dozen winners in 2008 that made the cut last year, signaling that shippers remain consistently pleased with the overall service and support they’ve been receiving in this critical sector of transportation.

OOCL Dragons participate in the San Francisco International Dragon Boat Festival


On October 4, Treasure Island in the San Francisco Bay was dressed in color. Specially noticeable were the OOCL Dragons in their red, white and black team colors cheering Go Go Double O!! The event was the 13th Annual Kaiser Permanente San Francisco International Dragon Boat Festival!



It was weekend of world-class dragon boat racing, spectacular cultural performances, and fun-filled activities for the whole family and the largest competitive dragon boat festival in the United States.

This year, over 100 dragon boat teams and 3,000 dragon boat paddlers from across North America raced the 500 and 300 meter course. Dragon boat teams range from novice to competitive skill level.

The OOCL Dragons were on the Novice team representing local Bay Area corporations. Recreational and competitive teams participated from all over the United States, Canada, and Taiwan in this years championships.
 

OOCL participates in the Fourth Annual Green Port Fest in Long Beach
The Port of Long Beach was the happiest port on earth Saturday, October 4, as nearly 10,000 people attended the Fourth Annual Green Port Fest. The Port hosted a day-long block-party for Long Beach residents, their families and friends, transforming the street outside Port headquarters into a mini-theme park of train and boat rides, exhibits, entertainment and more.

OOCL participated at the Green Port Festival for the second year running and was once again a great success. The OOCL booth was kept busy with a stream of interested visitors. The booth had a large video screen with a a slide show depicting OOCL and OOCL Logistics business. The "OOCL Long Beach" ship model on display which was very popular.

OOCL went beyond mere compliance early this year to active participation in the community. Using $100,000 of the rebates it received for voluntarily slowing its ships down while in the harbor, OOCL provided funds to the Long Beach Department of Parks, Recreation and Marine for the development of the city’s first playground to be fully accessible to disabled children. OOCL also donated $40,000 to the Long Beach Education Foundation for a computer lab at the Elizabeth Hudson K-8 Academy and for Poly High School’s Pac Rim language laboratory.

OOCL boasts 100-percent compliance with the port’s Green Flag program. As Anthony Otto, President of OOCL’s subsidiary Long Beach Container Terminals Inc., says, “Long Beach has been a great home for us. OOCL and LBCTI are pleased to give something back to the community, which contributes so much to our companies’ success.”

CargoSmart Invoices and Payment
CargoSmart Invoices and Payment provides centralized visibility to your invoices and tools to improve your payment process with your carrier. You can search for invoice details, view carrier charges, and print invoices that have been uploaded to your account. Payment Instructions lets you communicate to your carrier how you intend to make a payment on selected invoices. Your carrier processes your checks or electronic transfers against invoices indicated in your instructions, reducing the need for follow-up calls and e-mails.

High Security Seal Requirement for Containers In Transit to United States

As directed by the 9/11 Commission Act amendment of the SAFE Port Act, effective October 15th, 2008 all cargo laden containers in transit including foreign cargo remaining on board (FROB) to the United States will require a High Security Seal (HSS) that meets the requirements of the International Organization for Standardization Publicly Available Specification 17712 (ISO PAS 17712). The ISO PAS 17712 HSS seal type may include, but is not limited to, HSS seals such as bolt, cable, wire, or padlock seals.

OOCL is already fully compliant in requiring shippers to place ISO PAS 7712 standard HSS seals for all USA inbound containers prior to tendering to OOCL at origin load port.

OOCL provides a HSS bolt seal to all parties picking up OOCL empty equipment with a booking for a USA destination unless origin country industry practice is for shipper to provide own ISO PAS 7712 standard HSS seals or where local customs ISO PAS 7712 HSS standard seal is required.

As a participating ocean carrier in U.S. Custom's Customs - Trade Parternership Against Terrorism (C-TPAT) program, OOCL's HSS seal policy is well established and designed to be fully compliant with the CBP C-TPAT's requirement of affixing HSS seals at cargo origin to for all USA inbound containers. Shippers, Consignees, and Cargo Owners are responsible for ensuring their containers are sealed according to regulations, and are liable for all costs incurred in case of any breach.

For reference, shown here is a representative picture of the OOCL High Security Bolt Type Seal provided to all cargo origin parties with goods destined for the USA unless origin country industry practice is for shipper to provide own ISO PAS 7712 standard HSS seals or where local customs ISO PAS 7712 standard seal is required.
