OOCL Commended for Environmental Stewardship Efforts by Baydelta Maritime

OOCL’s environmental stewardship efforts have been recognized by one of its logistics partners, Baydelta Maritime, in a ceremony in San Francisco on July 1, 2009.

"We commend OOCL on its forward-thinking attitude towards environmental protection” said Capt. Fred Henning, General Manager, Baydelta Maritime. "They continue to set the bar for the shipping industry in minimizing the risks to the environment.”

Baydelta Maritime, a logistics partner of OOCL, recently welcomed its new tugboat Delta Billie to its fleet at Pier 15. The Delta Billie is equipped with two Caterpillar 3516C main engines that meet the Environmental Protection Agency (EPA) Tier II emissions standards - higher than those set by the California Air Quality Board.

“This new tug offers a significant reduction in emissions, with 90% reduction in CO2 emissions and 99% reduction in sulphur oxide (SOx) emissions,” said Mr Henning. “The Delta Billie will be joined by its sister vessel, the Delta Cathryn in July.”

“We are grateful to receive this acknowledgement of our environmental efforts from Baydelta Maritime.” said Mr. Peter Leng, President of OOCL (USA) Inc. “OOCL’s policy is that we believe every business in every industry must proactively work to reduce harmful emissions, and business leaders should encourage sustainable economic development through innovative and voluntary measures. Baydelta has demonstrated this innovation through its emissions reduction efforts with its new tugboats, and we congratulate the company on these efforts. ”

OOIL First Half 2009 Operational Update

Orient Overseas (International) Limited (“OOIL”) Group today announced an Operating Loss from Core Operations of US$186.6 Million for the first six months of 2009.

The Operating Loss from Core Operations for the half year, which excludes a US$15 million negative revaluation of Wall Street Plaza, was US$414.2 million down as compared to the first half of 2008. This loss arose from the difficult trading conditions faced by the Container Transport and Logistics business.

The Loss Attributable to Shareholders was US$231.8 million, while the Loss before Tax for the period was US$222.7 million.

The Container Transport and Logistics operations incurred an operating loss of US$196.6 million for the first half of 2009 compared to a profit of US$215.7 million for the equivalent 2008 period.

The Directors have not recommended the payment of an interim dividend.

China’s 24 Hour Advanced Manifest Regulation

From January 2009, OOCL started to implement the new automated China customs manifest submission process on a phased service by service basis. This phased implementation was completed in May. OOCL is already fully compliant with China customs manifest submission to the relevant China customs designated authorities.

According to the most recent information available, our understanding is that with effect from July 1st, 2009, a parallel electronic and hard copy run period of the new customs submission process will be enforced by China Customs. This means that the full customs manifest must be submitted electronically by ocean carriers as of July 1st.

A penalty may be imposed at China Custom's discretion for any failure to submit the manifest timely due to late submission of Shipping Instructions. As of July 1st, although OOCL will not be implementing a do not load compliance requirement, any such penalty if received will be the responsibility of the USA and or Canada origin cargo shipper if related to late, incomplete or erroneous Shipping Instruction information.

In order to meet the new China Customs rule requirements, and to ensure smooth shipment handling after the implementation of the China 24 requirement, we appreciate your kind cooperation to provide OOCL your shipping instructions, with container and seal information, at least 2 working days prior to the load port cargo cutoff. This will allow for the required documentation preparation and manifest information submission to China Customs.

Net Weight and Gross Weight for DG shipments via Singapore

Please note that Dangerous Goods(DG) shipments moving via Singapore require declaration of both the net weight and the gross weight. Although the International Maritime Dangerous Goods (IMDG) only requires shipper to provide either gross or net weight but not both for DG shipments, this requirement is specific to Singapore bound cargo, and cargo being transshipped at Singapore.

The gross weight includes the weight of the packaging as well as the weight of the DG itself and hence declaration of the weight of DG cargo is artificially inflated, when overall Singapore Dangerous Goods weight restrictions are being considered.

CargoSmart Introduces '10+2' Importer Security Filing Solution

CargoSmart announced the availability of its Importer Security Filing (ISF) solution. The solution lets importers and logistics service providers collect the required ISF data elements from multiple sources, consolidate the data, submit it to U.S. Customs and Border Protection (CBP), and monitor the document workflow and filing status. CargoSmart's solution helps customers streamline data collection, comply with filing requirements, and avoid late filings and penalties.

CargoSmart's ISF application builds on its existing document workflow and exception management products. It provides an online platform for importers to aggregate the ISF 10 required data elements from all parties and to self-file or share the data with their filing agent. Logistics service providers can use the solution to manage the data collection for their clients and submit the filings to CBP on their behalf.

CargoSmart's cost-effective solution facilitates collaboration, enables filing, and helps customers manage any potential problem filings.

In April 2009, CargoSmart became certified to transmit customs filings through the Automated Manifest Systems (AMS). In addition to ISF transmission, CargoSmart's platform lets customers file Electronic Export Information (EEIs) directly to CBP's Automated Export System (AES). CargoSmart's solutions provide customers with a central location and integrated platform for advanced shipment visibility, execution, collaboration, and compliance.
