Dear Customer,

 

Further to OOCL’s “China Ports Reefer Discharge Disruption” notice sent out on 12th February.

 

Reefer Plug Shortage and terminal congestion continues to have a severe impact on reefer container movements into Shanghai, Ningbo, and Xingang. Yard density at these terminals is at critical levels, resulting in OOCL needing to take action to provide best possible outcome for cargo and customer during this difficult period. This may involve, but not limited to, being forced to redivert containers to other ports with reefer plugs available or delay containers at transshipment port while waiting for confirmation of reefer plug availability at the final destination.   

 

OOCL will continue to accept bookings ex Australia & New Zealand to these destinations. However, whilst we will do our utmost to honor scheduled transit times, OOCL cannot guarantee cargo routing or take any responsibility for delayed delivery time.

 

These are extraordinary circumstances outside of OOCL control. Effective February 25th a congestion surcharge (PCS) of USD 1000 per container will apply for ALL reefer shipments loading from Australian and New Zealand origins with discharge Shanghai, Ningbo, or Xingang to contribute to the additional costs being incurred.

 

For ALL reefer shipments already in transit, OOCL may seek to recover extra costs incurred. As per OOCL’s China Ports Reefer Discharge Disruption notice sent out on 12th February, referring to Bill of Lading clauses in particular clauses 15, 17 and 18, all extra costs including but not limited to storage, demurrage, power, monitoring, plugging and unplugging at the alternative discharging port and subsequent extra on-carriage cost to original destination shall be for Merchant’s account and payable upon delivery.

 

OOCL will continue to monitor the situation and provide updates as they become known.
