Customer Advisory: Canada Border Services Agency (CBSA) eManifest Highway Carrier Update

Canada Border Services Agency (CBSA) has announced the eManifest implementation guideline for highway carriers to electronically transmit cargo and conveyance data no later than one hour prior to cargo arrival at the Canadian border crossing point. 

The 18 month implementation timeline for highway carriers begins November 1st, 2011.  Please see below implementation timeline provided by CBSA:

November 1, 2011 to November 1, 2012:  Highway carriers must incorporate eManifest requirements into their business processes.

November 1, 2012 to May 1, 2013:  eManifest requirements are mandatory.  Highway carriers deemed to be non-compliant will be denied entry into Canada and issued zero-rated penatlies.

May 1, 2013:  The implementation timeline is complete.  Highway carriers deemed to be non-compliant will be denied entry into Canada and issued monetary penalties.
