致各家货主/代理，

美国海关(US Customs)及边境保护局(CBP)颁布的《进口商安全申报及承运人附加要求10+2规则》于2009年1月26日生效。并且2009年1月26日至2010年1月25日为过渡期。该规则要求对于开往美国的船舶上的货物，进口商及承运人必须以电子方式向CBP提交相关数据。

该规则要求进口商于集装箱装船前24小时向CBP发送10项数据(ISF-10)：

• Seller
• Buyer
• Importer of record number
• Consignee number(s)
• Manufacturer (or supplier)
• Ship to party
• Country of origin
• Commodity Harmonized Tariff Schedule number of the United States (HTSUS) number
• Container stuffing location
• Consolidator name and address
  

要求承运人发送的两项数据(ACR-2)：

• Vessel stow plans
• Container status messages (CSMs)
  

此外，该规则还要求承运人必须对所有过境美国港口的货物 (FROB) 及经美国港口转运至其他国家的货物（IE & TE)提交以下5项数据(ISF-5)：

• Booking party
• Foreign port of unloading
• Place of delivery
• Ship to Party
• Commodity HTSUS number
  

由于我司的NWX 航线路径为SHA-PUS-SEA-VAN, 故所有从VAN 卸的货物都属于FROB 货物，需向CBP提交相关信息，因此，务必请发货人、订舱代理在订舱时提供货物的商品海关编码（HTSUS），以便我司能够准确及时地向CBP提交以上信息。
