Recently, OOCL Logistics (China) Ltd. was entrusted by Shanghai Tian Li Import & Export Co. Ltd. and Shanghai Jingqingrong Garment Ltd. to implement paperless customs clearance for their export goods.
OOCL Logistics (China) Ltd. is the first customs brokerage agent in China authorized to pilot paperless customs clearance.
“Paperless customs clearance, documents temporarily kept by the company 无纸通关、单证暂存” (or “Paperless customs clearance, documents afterwards 无纸通关、事后交单”) is a new operating mode of customs clearance. For company awarded high grade of management category by the Customs, as long as the import and export goods declared by the company are in line with the requirements of paperless customs clearance, the Customs’ computer system will automatically complete audit and release procedures. The company could then pick up / consign the cargo directly against the feedback from the Customs’ computer system without submitting (or submitting afterwards) related documents on site. Simplified procedures allow companies to accelerate customs clearance speed and reduce cost.
OOCL Logistics (China) Ltd. set up Customs House Brokerage Unit (CHB) on Nov 15, 2007, the first carrier based foreign logistics company started customs brokerage service in China. Major businesses of CHB are to declare import/export goods on behalf of clients; Act as bridge between Customs House and clients; Offer related services and assistance to clients on customs declaration. On March 31st, 2009, Shanghai Customs approved to upgrade management category of OOCL Logistics (China) Ltd. from B to A. So far, A category is the highest grade awarded by Shanghai Customs for Customs Brokerage Agent.
