Customer Advisory for Metal Scraps import to China

Dear Valued Customers,

We would like to inform you on some upcoming regulatory changes for metal scrap imports to China. OOCL fully supports all environmental regulations and over the years we have been proactively taking a leadership role in implementing many important initiatives to address global environmental challenges. The new regulations are implemented by the China Ministry of Ecology and Environment to reduce pollution and waste caused by recyclable materials that were previous imported as unrestricted commodities.

Announcement No.68 2018 was jointly issued by the Ministry of Ecology and Environment, the Ministry of Commerce, the National Development and Reform Commission and the General Administration of Customs on December 25, 2018.

The eight types of Metal Scrap listed below commonly described as scrap steel or iron, copper scrap, aluminium scrap, have been included in the “Catalogue of restricted import solid waste usable as raw materials”, effective from 01 July 2019.

In accordance with the China regulatory requirements, importers of these recyclables must obtain a valid import license(s)/permit, provide an accurate cargo description, and relay their import permit details to their shippers at origin so the necessary information is available to OOCL at the time of booking registration.
