Shanghai port issued following new policy regarding Inbound DG Declaration procedure, which will be effective on Jul 1st, 2011.
Background:
As per Shanghai MSA's (Maritime Safety Administration) new regulation (No.7/chart 4/rule 25) regarding that all inbound dangerous cargo shall be declared by consignee/or their appointed agent and approved by local MSA 24hours in advance of ship berthing.

Rule25:
Customer or customer’s appointed agent must submit dangerous shipment declaration before 24hous of ship berthing for all dangerous cargo. For short-sea (within 24hours berthing), the declaration must be submitted after the last departure port. No DG cargo declaration No berthing No discharging.
The new regulation is totally different compared to the current procedure based on which consignee processes DG cargo declaration after discharge of shipment. This regulation does also apply to T/S cargo.
In summary:
· No DG cargo declaration will lead to No berthing No discharging
· Customer or their appointed agent are requested to submit DG cargo declaration before 24hours ship berthing.
· Customer are requested to submit below 3 documents to SHA MSA before 24hours ship berthing
-- DG declaration form
-- MSDS (Material Safety Data Sheet)
-- LOA (Letter of Authority) issued by consignee to their appoint ship agent to process DG declaration.
