Port Facility Security Charge
Dear Customers,
Further to the previous Notice from the Ministry of Communications and National Development and Reform Commission, the following Shenzhen terminal operators have announced to collect the Port Facility Security Charge (Security Charge) with the amount at RMB20/20’ & RMB30/40’ for both import and export containers from shipper/ or its agent with effect from June 1, 2006. As per the information from these terminals, failure of paying the charge might lead to suspension of operation and you will be liable for any consequences and additional costs incurred. The Security Charge collection procedure is summarized as below for your reference.
Outbound Cargo:
1. Shipper or its agent should pay the Security Charge at the terminal collection office upon received the Export Custom Releasing Voucher (Collection office address as attached).
2. Shipper or its agent should surrender the Export Custom Releasing Voucher together with the Security Charge Receipt to the terminal.
3. Terminal will then check the Custom Releasing Voucher and the Security Charge receipt before arranging cargo loading plan.
Inbound Cargo:
1. Consignee or its agent should pay the Security Charge at the terminal collection office upon received the Import Custom Releasing Voucher/ Delivery Order (Collection office address as attached)
2. Consignee or its agent should surrender the Import Custom Releasing Voucher/ Delivery Order together with the Security Charge receipt to the terminal.
3. Terminal will then check the Custom Releasing Voucher and the Security Charge Receipt and arrange the laden release.

关于收取港口设施保安费的通知
尊敬的客户:
根据交通部、国家发展和改革委员会[交水发[2006]156号] 的正式通知，自2006年6月1日零时起，深圳各码头公司将向外贸进出口货物（含集装箱）收取港口设施保安费（简称保安费）。标准为人民币20元/20’及人民币30元/40’拒绝缴纳保安费而产生的额外费用及其相关责任均由应缴费人承担, 对于未缴交港口设施保安费的的货柜各码头将不予办理装船或提柜货手续。现综合深圳各码头公司的有关流程如下以供参考：
出口货物:
1> 托运人(或其代理人) 凭放行条到港口设施保安费收费处缴费 (缴费地点见如下所示)
2> 托运人(或其代理人) 凭该保安费的缴费凭证联到您所需地点交放行条
3> 码头公司查验该缴费凭证联,并与放行条核对无误后,办理装船手续
进口货物:
1> 收货人(或其代理人) 凭提货单到港口设施保安费收费处缴费 (缴费地点见如下所示)
2> 托运人(或其代理人) 凭该缴费凭证联到相关地点办理提柜手续
3> 码头公司查验该缴费凭证联,并与提货单核对无误后,办理提柜手续
