ANNOUNCEMENT

"Domestic Transshipment" arrangement for
Cargo Import to South China via Shekou

Dear Customer,

We understand that some cargo import from ASEAN (the Association of Southeast Asian Nations - including Burma, Thailand, Cambodia, Malaysia, Singapore, Indonesia, Vietnam, Philippines, Laos & Brunei) to China can enjoy the preferential duties according to China Customs' rule. To meet with the requirement, cargo must be shipped in direct route and under “domestic transshipment “ arrangement if cargo transshipped via Shekou Port.                           

Below is the illustration of the difference in handling domestic transshipment vs international transshipment arrangement for your easy understanding and follow up to ensure smooth cargo operation.  

  • Domestic transshipment

2 days prior to cargo discharge at Shekou, the importer is required to submit Chinese data (including but not limited to the origin/ Trade Country/ Customs Harmonize code (HS)/ Cargo value/ Trade Properties/ Total packages) to OOCL for customs manifest submission.  After cargo  discharged, the ship agent should make application to shekou customs for “import transshipment”, upon the approval from customs, feeder connection would be arranged by OOCL from Shekou direct to destination via river transport. 

  •  International transshipment

The importer neither is  required to  submit  Chinese  data to OOCL prior  to cargo  discharge,nor apply “import  transshipment” upon  cargo  discharged. OOCL’s  appointed  ship  agent will submit manifest with BL data to Shekou customs and the connection feeder vendor would pick up cargo at shekou directly, then it would be further route through Hong Kong.          

In normal circumstances, OOCL will declare “International transshipment” to shekou customs unless “domestic transshipment” is indicated from customer 2 days before vessel arrived at Shekou. A list to show the acceptance point of “domestic transshipment” has been posted in www.oocl.com for your easy reference. We would like to remind you that if cargo import to South China via Shekou is required to be arranged under “Domestic transshipment”,  you are required to inform your shipper to provide such special request at time of booking at Port of loading to ensure the BL destination is accepted in the aforesaid list.
