Restrictions on Import of Metallic Scrap

This is in ref of DGFT notification vide their public notice no. 19(RE-2007)/2004-2009 dated 16th July regarding the effective date when shipments of non-shredded Metallic waste/Scrap will NOT be allowed to be imported through Inland Container Depot (ICD) Tughlakabad (TKD)

Restriction:

Customs has advised that 

metallic scrap shipments, prior B/l date 16th July 2007 will be allowed to clear at ICD/TKD and the shipments with B/L date 16th July 2007 and thereafter, under no circumstances would be allowed for clearance at ICD/TKD.

To elaborate it further -- If a shipment of B/L date say 15th July 2007 of metallic scrap originated from load port from where transit period may be prolonged to as good as 60 days till the shipment arrives at discharge port and thereafter at final place of delivery at ICD/TKD( say around mid September ) -- It would be still allowed for clearance at ICD/TKD.
As per Customs officer these are transitional constraints and Customs will fully c-operate with Trade in this aspect.

For shipments Dated 16th July 2007 / or after this date and already arrived at ICD TKD -- would certainly can't be cleared at TKD and instead has to be custom cleared at ICD/Loni or ICD/Dadri .

Viewing this Customs will facilitate the trade by allowing amendments in IGM w.r.t final place of delivery and trade needs to follow normal clearance norms for such purpose.

ICD/TKD to ICD/ Loni or ICD Dadri, movement will be allowed by customs and the charges will be as per the tariff put out by TKD .

As per Custom officer Import of shredded metallic scrap will continue to clear at ICD/TKD.
