北米向け「残留あり」貨物のB/L表記ルール改正について

    さて、この度、CBP（米国税関国境警備局）のルール改正が8月16日付で実施され、北米向け「残留あり」貨物（主にタンクコンテナなど）につきまして、B/L上に「Empty」との表記が認められなくなりました。つきましては、混乱を避けるために、「残留あり」貨物をお積み頂く際は、Dock Receipt及びACL情報への「Empty」の表記を避けて頂けますよう、ご協力をお願い申し上げます。

1. 2009年8月16日以降、北米向け「残留あり」貨物（主にタンクコンテナなど）の場合、B/L面上に「Empty」という表記は禁止されます。危険品・普通品の別なく適用されます。

3.「Cleaned（洗浄済み）」の場合は、「Empty」の表記は可能です。これは、タンクコンテナはもちろん、通常のドライコンテナ内に積載されているCylinderなどの小口容器も同様です。

4. このルール改正による運賃・チャージへの影響はございません。

Customer Advisory - U.S. CBP ruling on containers containing residual chemicals entering into the U.S.

U.S. Customs and Border Protection (CBP) has modified a previous ruling HQ 113129 and will not allow inbound containers containing residual chemicals entering into the U.S. to be manifested as empty containers as of August 16th, 2009.

All U.S. inbound containers containing residual chemicals entering into the U.S. must be classified, entered, and manifested. OOCL has required all U.S inbound containers containing residual chemicals be manifested to CBP in accordance with the U.S. CBP 24 Hour Rule. To remain compliant and avoid any potential cargo delays, we request the Bill of Lading cargo description provided on the shipping instructions to OOCL Origin Documentation offices indicate the chemical name along with description of residual or other such term without the use of the word "empty".
