1. Customs Declaration Time Frame
Custom manifests and status lists are submitted electronically to customs and Port Authority 24 hrs before vessel's arrival for general cargoes and 48hrs for DG (Dangerous) cargoes. (Not included on Sundays and public holidays.)
2. Manifest Details
- Customer Information: The complete address of consignee and notify party must be indicated in manifest and the address must be in Malaysia.
- Cargo Details : Markings, weight, measurement, no. of packages, description of goods should be provided in manifest.
- Container Details : Manifest to indicate the Container no. with size/type/status.
- Port of discharge/Place of delivery : Manifest must show discharge/destination port.
- Customs Harmonized Code (6 digits) : For transshipment container at Port Klang only, effective 1st April 2009. Instruction from Port Klang Authority (LPK) annoucement no:- (12)dlm.KP.04-2.2 Jld.4 on 24th December 2008.
- Customs Harmonized Code (6 digits) update: For import shipment to Northport terminal in Port Klang. Customs Harmonized Code (HS) is required for import status list submission. Any import shipment is without HS, will be declared as "Unknown Commodity", and subject to additional checks and penalties.
3. Special Cargo Handling
- Hazardous/dangerous cargo : Load Ports must get approval from our end by sending e-mail when there is a booking on DG (Dangerous)/hazardous cargoes made their end and a reply from our end whether DG (Dangerous)/hazardous cargoes are accepted for discharge Port Klang.
An advance notification and declaration of dangerous goods for conveyance / handling at the port must be submitted to the port authority (36) hrs before arrival of vessel. Manifest must clearly indicate marks & Nos, quantity and description of goods/container no., weight, measurement IMCO class, UN no, name & tel. no of importer.
For class I (explosive cargo) an application must be made to the port before acceptance of cargo. For class II cargo, consignee must immediately arrange to take direct delivery of cntr upon discharge from vessel. For class III cargo, port allow container to be discharged. For non-declaring of DG (Dangerous)/hazardous whereby load port did not inform that there is DG (Dangerous) on board, the container will be overcarried or a penalty of MYR500.00 will be imposed. - Awkward cargo: Dimensions of cargo to be indicated in manifest. Additional info would also be need like Photo of the cargo and during operation how it was handled. With all this info POD/ we would be able to make ness arrangement and ready for handling it without any delay here. Please send e-mail informing of overheight, overwidth in advance.
- Car Shipment: Import vehicles to Malaysia must have "Approval Permit" or "AP" as per Malaysian Customs and Authority requirement. It is most preferably to have car shipment to be discharged under CFS term, so container can be returned immediately. In addition, shipment must showed details of vehicles description under the BL body. There are:
- Vehicle maker
- Vehicle Model
- Chassis Number
- Engine Number
- Use/New (U/N)
- Engine CC
- Year of Manufacturing
- Country of Origin (2 Characters)
- Reefer container : Reefer lists are submitted to the port (36) hrs before arrival of vessel.
- Partial shipment cargo: No partial shipment to be handled at Port Klang.
- :- The importation of plastic waste is regulated by the Customs (Prohibition of Import) Order 2017, please follow the guideline set by the National Solid Waste Management Department of Ministry of Urban Wellbeing, Housing and Local Government Malaysia at this link http://jpspn.kpkt.gov.my/index.php/
- Explosive Cargo under IMO 1.1, 1.2, 1.3 & 1.5 LPK Group 1: No vessel shall be allowed to berth except upon a written application made by the Master Owner or their Shipping Agent , not less than 48 hours before vessel arrival. Handling (Discharging / Loading ) is only allowed during daylight hours Need Fireman & Engine standby until complete discharge / loading
- Firearms and Parts: End user's certificate/import license required 3 wk. prior vessel's arrival.
Armed guard escort required. - Other DG (Dangerous) items under LPK Group 1 or Packaging Group 1 : No Vessel is allowed to come alongside berth, but subject container must be discharged / loaded directly to haulage trailer. The Consignee must get all the documents pass by customs prior vessel arrived.
- Radioactive Cargo : Most of the radioactive cargoes are allowed to be handled at the wharf provided an approval permit is issued by the local Atomic Energy Center.
- Transshipment goods: The following goods are not approved for transshipment via Port Kelang:
- Explosive
- Class 2.3-Toxic Gases with subsidiary Risk
- Class 3.1-Flammable liquids IMDG (Dangerous) code packaging Group 1
- Class 4.1-Self Reactive substance and with subsidiary explosive labels IMDG (Dangerous) code packaging Group
- Class 4.2-Spontaneously Combustible IMDG (Dangerous) code packaging Group 1 & Self Heating substance
- Class 4.3-Dangerous when WET-IMDG (Dangerous) code packaging Group
- Class 5.1-Oxidizing Agent including Hydrogen Peroxide IMDG (Dangerous) code packaging Group 1
- Class 5.2-Organic Peroxides
- Class 6.1-Toxic Substance IMDG (Dangerous) code packaging Group 1
- Class 7-Radioactive Substance
- Class 8-Corrosives IMDG (Dangerous) code packaging Group
- For shipment in-transit at Johor Port and Tanjung Pelepas Port, the port authority only allowed container to be discharged at terminal subject to the following conditions:-
- Container must declare as transshipment status (K6)
- No rework is allowed i.e. change of new seal, transloading etc inside terminal. Unit must store at CY until loaded to next connecting vessel.
Container must load in according to original state or condition.
This however does not prevent the shipping agent from bringing the above dangerous goods in Port Area meant for other ports. In such cases, the cargo must be taken directly ex-ship i.e. removed to bounded warehouse.
An advance inquiry must be made to Dangerous Goods Unit as to whether the dangerous goods can be approved for transshipment or otherwise.
- Quantity permitted for transshipment to be determined by Authority.
- Container must be kept in designated Dangerous Good Area.
- The name of 2nd carrier to be stated in Dangerous Good Declaration.
- Fire services to be notified of presence of dangerous goods meant for transshipment.
- Period of transshipment -limited for 3~5 days.
As a general rule, we do not permit dangerous cargo which is subject to radiant heat & this category of cargo may fall in any IMO Class i.e. Class 5.1 Calcium Hypochlorite , Class 6.1 Toluene Diisocyanate & Class 8 Hydrofluoric Acid.
Cabotage law now temporarily lifted to promote T/S traffic. As such sea/sea & sea/land T/S is now allowed. All T/S cargo manifests declaration to Port Authority must indicate the FND. Port Klang gazetted as FREE COMMERCIAL ZONE & T/S traffic enjoy 28 days free storage.
4. Customs / Port Authority Penalty
- Status in manifest must be correct as there will be a penalty of MYR1000.00 per BL. For late manifest correction notice, a charge of MYR80.00 will be imposed. For change of status requested by consignees after vessel's arrival the penalty will be borne by consignees.
- Manifest for foodstuff not submitted 24hrs before vessel's arrival Port Klang, there will be a penalty of MYR65.00 for a 20' container and MYR100.00 for a 40' container by the Health authorities.
- Cargoes not cleared by consignees within a period of 6 months for general cargoes, 2 weeks for perishable and hazardous cargoes will be auctioned by the Port authorities.
