Operational Restrictions

1. Road Limitation

  •                 ·        If the container is a loaded on a TWIN AXLE trailer the total maximum weight including cargo, container & the vehicle should be only up to 42 M/Tons

    ·        If the container is a loaded on a TRI AXLE trailer the total maximum weight including cargo, container & the vehicle should be only up to 45 M/Tons

    ·        If the container is a loaded on a MULTI AXLE LOW BED trailer, there is no weight limitations

2. Terminal Limitation

      ·        Normal Cargo Handling Capacity 35 M/Tons

      ·        Maximum crane capacity 65 M/Tons prior approval to be obtained before loading from transshipment port. Additional charges applicable for additional equipment used.

      ·        24x7 operations except during Ramadhan season and summer season

3. Transshipment Restrictions

  • ·        Normal Transshipment Containers 20’ / 40 / 40’HC - Present a transshipment manifest to custom stating the discharging and loading vessel.

    ·        Reefer Transshipment Containers-Must have the set temperature matching with actual temperature

    ·        DG Transshipment Containers-Must have a prior approval for the same and not to exceed 11 days

    ·        Special Equipment in Gauge & Out Gauge Transshipment Containers-Must have a prior approval \ notification based on the dimension and weight approval will be granted.

     

    ·        Generally, the vessel stowage is the most important which should be as follow, Things must do to achieve productivity:

     

    v  Complete bay \ deck for Doha Cargo.

    v  Usage of auto twist lock on deck.

    v  Crane split to keep at least 2 X 40’ bays distance between each working bay.

     

    ·        Avoid the following:

     

    v  Close working bays will lead to less crane assignment.

    v  Stowage of Doha Cargo at wings or center only will drop the productivity.

    v  Usage of wrong lashing material (twist lock type) will risk the operations.

4. Dangerous Cargo Restrictions


·                                      Class 2 to 8 based on listed UN Code: 1057, 2037, 1016, 1660, 1079, 2556, 1402, 2015, 2014, 2984, 1511, 1942, 1649, 1689, 1789, 1831, 1832, 1830, 2796, 2032, 2031, 2583, 2584, 2585, 2586, 1823, 1824 are restricted for direct delivery basis only and unlisted IMO UN Code are in-direct delivery and stowed in a special stack.

·        All UN Code under Class 1, Class 3 and 7 are direct delivery basis only, and consignee truck to be ready prior discharging.

·        Shipper / Consignee should obtain DG approval prior loading or discharging the containers at Hamad Port and a copy of same needed to be forwarded to liner agent,

·        Consignee needs to obtain EPC approval for all inbound shipments prior same is connected at the T/S Port

5. Customs Requirements

·       Country of Origin Certificate & Commercial Invoice attested by Chamber of commerce of the loading port is a must to clear any shipment here in Qatar, In the event the customer fails to produce same the shipment has to be re-exported back to its origin.

·       As per the HS code the items which need special approval from State authorities’ consignee has to obtain same, without such approval the Customs clearance is not possible.

·       Manifest to be submitted on line by respective agent directly to Qatar Customs Single Window System

·        As per new customs regulation effective 1-Jun-17, all cargoes imported to Qatar MUST be palletized with EUR Pallet at origin. The cargo without pallets will be banned discharging at Qatar. Any wooden pallets will fit as long as it’s being forklifted. No plastic pallets are allowed. Packaging of the cargo can be described at anyway. Customs will only check the pallets by the time of inspection. To be on the safe side we can use the “On pallets “or “Palletized “wording within the description.
