ANNOUNCEMENT
Equipment Imbalance Surcharge (EIS) and Inbound Detention (2 in 1) Charges
Dear Customers,
1.) OOCL (Philippines), Inc. would like to advise that effective August 15, 2012 on-board date, Equipment Imbalance Surcharge (EIS) shall be revised to USD90.00 per 20' and USD180.00 per 40' for all inbound cargo to the Philippines except originating from Transpacific Trade.
The increase is necessary to address the widening container imbalance ratio between import and export and to recover the stevedoring cost from the 2 tranche increase of 17% total based on PPA Memorandum Circular (MC) no. 13-2011 dated October 18, 2012. As a destination surcharge, Equipment Imbalance Surcharge (EIS) shall be settled by the local consignee, regardless if the trade term of the shipment is prepaid or collect.
2.) Inbound Detention (2 in 1) Charges for all import cargo to the Philippines will also be revised effective August 15, 2012 to encourage faster turnaround of equipment. Please find details as follows:

Notes:
-Inbound Detention (2 in 1) is defined by:
- Covers date of discharge until date of empty container return
- Charge is per container, per day subject to 12% VAT
- Surcharge doubles on the eleventh day after free time expiry and thereafter

For all trades except Transpacific: Free time will commence 1 day after vessel arrival and shall expire at midnight when empty equipment is returned to carrier's facility

For Transpacific Trade: Free time will commence at 8:00 A.M. on the first calendar day following the completion of discharge of vessel and shall expire at midnight when empty equipment is returned to carrier's facility
Please note that effective date will be based on shipment on-board date except for Transpacific Trade which is based on cargo received date. Please be guided accordingly.
