Customer Advisory: Mandatory Automated Export System (AES) Final Rule Update #1
U.S. Bureau of Census and Customs and Border Protection (CBP) have issued the Mandatory Automated Export System (AES) Final Rule Update effective on July 2, 2008 with full implementation to begin September 30, 2008.
The AES Final Rule requires the exporting carrier to receive one of the following before a cargo laden container is allowed to be loaded to a vessel for export from a U.S port:
- AES Proof of Filing Citation - Internal Transaction Number (ITN)
- AES Post Departure (Option 4) Citation
- Exclusions and Exemptions Legend
- Exporting carrier cannot accept paper Shippers Export Declarations
The exporting carrier is required to include the AES proof of filing citation, post departure (Option 4) citation, or exemption and exclusion legend on the complete manifest submitted to U.S. CBP.
OOCL is working with U.S. Census and U.S. CBP for further clarification on the exporter and carrier requirements to ensure full compliance by September 30, 2008. During this transition period, OOCL does request our export customers to continue to provide the AES proof of filing citation, post departure (Option 4) citation, or exemption and exclusion legend on their Shipping Instructions.
