Customer Advisory – East Coast & Gulf Ports
Dear OOCL Valued Customer:
Contract negotiations continue to take place between the ILA (representing the Union) and the USMX (representing the employers), aided by Federal Mediators. The Master Contract, which governs labor agreements for port operations from Maine to Texas, expired on September 30th. The Contract was extended through February 6th and ongoing negotiation is underway with the aim to reach mutual agreement.
While these negotiations continue, we want to keep your informed of the following updates:
Port of New York/New Jersey Updates
- PNCT will operate extended gate hours on Monday Feb. 4th and Tuesday Feb. 5th to allow as much import cargo as possible to be delivered.
Gate hours on these days will be as follows:
- Import Delivery – 6:00 AM – 7:00 PM
- Export Receiving – 6:00 AM – 5:00 PM
- Port Authority New York/New Jersey web site advises Global, NYCT and PNCT terminals will not receive laden reefer containers for vessels commencing work after February 6th.
Norfolk Southern and CSX Rail Operations
- Norfolk Southern and CSX railroads have announced that as of 1800 hours February 1st they will cease accepting laden hazardous cargo and refrigerated containers destined for E/C ports.

In the event that an agreement cannot be reached by February 6th and a work stoppage occurs, OOCL wants to assure you that we will do everything possible to minimize disruptions and keep you constantly informed about changes in vessel schedules, cargo location, and terminal status.
