Subject: EMERGENCY BUNKER SURCHARGE (EBS) NOTICE

Dear Esteemed Customers,

Firstly, we - OOCL (Vietnam) Co., Ltd would like to express our sincere thanks for your valuable support to our service so far.

Since the price of bunker has been increasing recently, we would like to advise that we will
apply Emergency Bunker Surcharge (EBS) for all outbound shipments from Vietnam to
Intra Asia ports (except Japan, India, Pakistan, Sri Lanka, Bangladesh and Middle East) as
follows:

- Origin: Ho Chi Minh / Hai Phong / Danang / Qui Nhon
- Final Deestination: all Intra Asia Ports (except Japan, Middle East, India, Pakistan, Bangladesh and Sri Lanka)
- EBS Quantum: VND600,000 / VND1 ,200,000 for 20’/40’&HQ’ (including V.A.T) - Effective date: 31 Mar., 2011 (basing on onboard date)
- EBS will be prepaid at Loading Port (Vietnam)

This rate increase will be applied on top of existing applicable ocean freight rates, and continued to be subject to all ancillary charges applicable at time of shipment.
