Further to our previous announcement on China’s 24 hour Advanced Manifest Regulation, we would like to provide you with more details on the manifest requirements for export shipments from China.
About manifest submitting
The regulation requires that the export pre-manifest must be submitted for the customer's Customs Declaration and Clearance purpose. The pre-manifest, which includes main and other data, should be submitted 24 hours before cargo loading at China ports. For empty containers (except SOC empty which is required to be submitted 24 hours before cargo loading), pre-manifest can be submitted 12 hours before loading at China ports.
The new regulation also requires that export loading manifest based on customs release data must be submitted 30 minutes before cargo loading at China ports. Upon the full implementation of the 24 hours customs rule, the current customs declaration of “export clean manifest”, which is required to be submitted within 72 hours after vessel departure, will no longer be required.
About Data Elements
Similar to import cargo declaration, there are two kinds of data elements required by customs, namely ”main” and “other” data elements.
I. Main and Other Data elements must be submitted by the carrier to customs 24 hours before cargo loading at China ports.
II. "Mandatory” and “Conditional” data elements. “Mandatory” main and other data elements must be submitted to China customs for all shipments, while “Conditional” main and other data elements are required only when the shipments fall under defined criteria (e.g.: UNDG code has to be provided only if it’s a DG cargo).
For easy identification, we have classified the Data Elements into different categories:
A. Standard Information –Data elements that remain the same at regional levels and independent from individual shipment information.
