China’s 24 hour Advanced Manifest Regulation
Implementation of Manifest Submission for
Export Shipment from South China
Dear Customers,
Further to our previous announcement on the Export requirement under China’s 24 hour Advanced Manifest Regulation, we would like to inform you that OOCL will start to submit export pre-manifest to China Customs via our appointed ship agents effective from 1 January, 2009.
Based on the Customs regulation, customers are required to provide the main data elements to our appointed ship agent before declaration of cargo clearance with local Customs Office and 24 hours before vessel arrival.
You may find the data elements requested by China Customs as follows:

To ensure smooth export process, customers have to ensure that the information provided in the pre-manifest for customs declaration should match with the information on the Shipping Instruction for documentation preparation. There will be no change to the existing Shipping Instruction (S.I.) cutoff time for export shipments from South China ports.
Meantime, OOCL will keep review with China Customs to monitor the implementation of the China 24 hours rule to ensure minimum impact to customers’ shipments in the transitional period.
