​​​​​1.Chittagong Port :

 

·         This port is run by Government. Port Authority has their own agreement with Berth Operators to run the container loading & discharging services. Port provides all equipments & infrastructure. Berth operators uses own staff & labour (gang) to discharge/Load containers on Feeder r vessels.

 

·         There is no agreement between Main Line Operators (Carriers) & port Authority. There is no agreement between Main Line Operators (Carriers) & Berth operators.

 

·         Feeder Operators or their agent in Chittagong liaises with Port Authority for berthing of Feeder vessels & also liaises with Berth Operators for Discharging/Loading Operations.

 

·         Special point to note is: About 70% of Import FCL Laden Containers are unstuffed (Devanned) inside Port yards. Consignee takes their labour & truck inside port & takes delivery of cargo after showing the carrier’s D/O (Delivery Order) to Port Authority after payment of all port charges.
About 15% Import FCL Containers are unstuffed outside port in different offdocks.
About 10% Import FCL Containers are bound for ICD Dhaka (the Capital City – 300 Kms north of Chittagong) served by Rail. The transit time from Chittagong to ICD Dhaka is about 12 hours. There are 2 train services daily & each train carries about 30 - 40 boxes per train in average.
About 5% FCL import Containers are unstuffed in EPZ (Export Processing Zones) & Actual Consignees factories outside EPZ.

      100% Import LCL containers are unstuffed inside Port CFS Shed.    No LCL services in ICD Dhaka.

 Maximum Cargo Weight Limitation in Port

  • For 20'(All Container Type) = 30.48 tons (including tare weight),Subject to container payload capacity is higher.
  • For 40'(All Container Type) = 30.48 tons (including tare weight).
  • Overweight Import Containers = If any import container found to be slightly Overweight, Port will bill us BDT 1000 per day under Miscellaneous charge head in Port Invoice. If any shifting is required from CCT to GCB than extra trailer haulage charge + LOLO as per port tariff will be charged.
  • Awackward cargo = For any Awackward cargo import to Bangladesh, POL colleagues are advised to ask our OPS unit first whether the cargo can be discharged at Chittagong or not before accepting any Booking.  The feedback will be on case to case basis.

 

2. Road Limitation

  • There is no Specific road Limitation for transportation of containers to/from port area. But for the highway from Chittagong to Dhaka there are 2 bridges on the river & Authority do not allow more than 30 Tons Gross to move over the bridge, but by alternative route on the road 30 tons or more can be transported.

 

3. Terminal Limitation

  • Gantry cranes facility in the Chittagong are available. 4x45 MT QGC (Quay Gantry Crane) in operation from Oct’2006. Average productivity is 15 - 20 moves/per gantry/hour.
  • Straddle carrier capacity maximum 35 tons and RTG ( 25 Nos capacity 40 tons) are available.
  • Reefer Plug Capacity in the Terminal 400 (In emergency - additional extensions can be given for another 250 connections) 

 

4. Container Berths:

There are two terminals interconnected by a small bridge in between.

·         GCB (General Cargo Berths): There are about 13 jetties, but 6 are now given for berthing Container Feeder vessels. There are no Shore gantry cranes (No QMG), so all containers from feeder vsl to be discharged & loaded by usibg Ship’s gear (Ship’s Crane). All feeders berthing at GCB must have self gear.  Maximum permissible drafts in these berths are 8.55 Meter.

·         CCT (Chittagong Container Terminal) & NCT (New Mooring Container Terminal): At CCT, 2 Gearless feeder vsl can berth. There are 4 QMGC (Quay Mounted Gantry Crane) fixed. Each capacity is 45 Ton SWL. Even the capacity is 45 Ton; Port Authority only allows maximum weight 30.48 Tons Gross weight Container. Slightly more than this weight may be permitted if Terminal Manager approves.
Maximum permissible draft in these berths is 9.10 M.

             NCT (New Mooring Container Terminal): There is 4 berths available for Container feeder  vessels. But same as GCB, there is no QMGC (Shore Gantry Crane). So feeder vessel berthing here must have own Gear (Own Crane) to discharge / Load Containers.

 

 

5. Offdocks CFS :

 

·         There are about 15 active Offdocks CFS at Chittagong operated by Private Owners.

·         Carriers have agreeement with offdocks for placement of containers & stuffing.  Actual shippers send their export cargo to offdocks for stuffing into a carrier’s containers. Offdock vendors after stuffing & sealing in presence of Customs sends the export container by their Trailers to Port Terminal to load on a feeder vessel.

·         About 10% exports are stuffed in actual shippers premises (Factories).

·         29 items of Import cargo are allowed to be unstuffed in these Offdocks as per Consinee’s choice.

 

 

6. Dangerous Cargo

 

  • No extra charge for DG cargo at Chittagong (Both for Import & export). DG cargo exports are very rare.

·         DG container landing permission must be taken from Bangladesh Navy in advance as, there is a huge naval fleet & installation inside port adjacent to container berths.

  • Arms, ammunitions and all explosives needs advance permission for direct delivery. IMO class 1 – 1.9, / 4.1(Red Phosphorus), 5.2 (Organic Peroxide D’Cumyl peroxide /Methyl Ethyl Ketone Per oxide) & for class7 – 7.9 port will not allow to take cargo delivery inside port. Consignee has to take these cargos directly from vessel hook to outside port for delivery. No special permission required for Class – 3 onwards cargo.
  • In case of Dangerous Cargo, in addition to the above data, IMO Class, UN No. Packing group is required to be declared and approval obtained prior to loading.
  • For DG cargo, full proper shipping name of the commodity must be clearly mentioned. (e.g.: Dyes, Textile chemical, is not enough info to declare. Actual name of the commodity is required to avoid permission for DG cargo from authority. POL colleagues must note this carefully.

·         RAW Cotton is considered here as DG cargo as per Bangladesh Navy. We are trying to convince the Naval Authority that US Raw Cotton and some other exporting countries are not considered as DG by IMDG code as density of pressed Bale is as per minimum requirement to be a non-DG status by IMO).

PORT  REVISED NOTIFICATION ON IB DG SHIPMENTS WEF 12.AUG.2020 :

  • Chattogram Port Authority on 12.AUG.2020 notified all Shipping Line Agents that “ All Consignees must take direct delivery of FCL IB DG cargo using own Trailer /Chassis from feeder vsl hook point as soon as discharged from the vessel , failing which, the IB box will be ROB back to t/s Port.   
  • Port previously allowed Consignee to keep the FCL DG Box on consignee's own chassis for few days for processing documents, which they will no more allow effective  from 12.Aug.2020.

​NOTE : In Bangladesh  Few commodities are  additionally considered to be DG cargo, whereas this may not be treated as DG in other ports.Naval Authority inside Port decides which cargo is DG & which are not. So before accepting booking of such cargo which might be of DG nature, this issue is to be cleared with our IB Doc team first. ​

7. Other Important Information:

 

·         As our office is from Sunday to Thursday (Friday & Saturday is closed), we have to issue D/O & B/L from Sunday to Thursday. Sometime D/O has to be issued on Saturday if Customs office remains open.
 

 

  • All copies B/Ls must show the 8 digits  H.S. Code No. for goods/commodities to be manifested in Custom which must be provided by the shipper in SI.
  • Amendment and supplementation of manifest must be made subsequently to filing of the manifest, with ample Document support.
  • From Sept 01, 2013 we are to submit our IGM (Import General Manifest) in Customs using the newly implemented ASYCUDA WORLD System.
  • Valid AIN (Agents Identification Number for shipping Agents / Forwarders - 9 digits) & BIN (Business Identification Number for Importer & Bank 11 digit) is compulsory to be mentioned in B/L, otherwise containers will not be permitted to discharge at Chittagong. 
  • 29 import cargo commodities are allowed to unstuff at off-docks, as per consignees’ request. Items are Wheat, Rice, Rape Seed, Waste Paper, Chick Peas, Pulses, Raw Cotton, Poultry Feeds and Metal Scrap etc…
  • Raw Cotton is allowed for direct delivery from vessel hook point to Private Off-docks/Consignee Premises (As manifested)
  • If Import cargo is not taken delivery by Consignee, then after 30 days of arrival at Port, cargo will be moved to Customs Auction List. Custom will then look for bidder to take the cargo & release container. This takes months & some times Years (For both Dry & reefer undelivered cargo). If reefer cargo is not taken delivery, Port deducts “Electric consumption & monitoring fee @ USD 9 per day from the Carrier. No mercy to this charge.
  • That means for a reefer box (Undelivered & in Auction list) if it remains for example 1 (One) year, we will have to pay to port Terminal USD 9 x 365 days = USD 3285 + 15% vat.
  • Very Lengthy process for any container for Re-Shipment.
  • 28 days free time allowed for T/S cargo at Chittagong, Bangladesh.  T/S charges is 1.5 time the Loading/Discharge tariff.
  • Port store rent is 4 days free from import laden container discharge date (for convenience we take 5 days from feeder vsl berthing date).
  • Port store rent is not free for Empty container. The day import Container is unstuffed, empty store rent starts from that day. It has 3 levels (after freetime first 7 days one rate, then from 8th day to 20th days another rate & then from 21st day till removal from port another rate which is much higher.
    • Before July’09 - There was no compulsion for Forwarders to be Licensed (Registered in Customs). But now all forwarders are licensed. Now they submit IGM to customs online, supplementary IGM declared by their name as consignee. That means they become liable now for any discrepancy of cargo (e.g.; Shot/excess/ mis-declaration /wrong mark/Nil mark/ weight etc..., Previously Customs used to hold carrier as Liable.
    • For Forwarder shipments at POL, Forwarder issues D/O to actual consignee after paying our charges & Line detention & after taking our D/O first.
    • All POL colleagues MUST ensure that the forwarder from whom they are accepting cargo is enlisted in our BAN customs site (www.customs.gov.bd ) with valid AIN
  • EGM (Export General Manifest) is to be submitted on-line in Custom’s website within 7 days of Feeder vessel sailing out of Chittagong port.

​8. Customs Requirements : 

 

  • Bangladesh Customs inaugurated the “Automation programme of Customs” ASYCUDA WORLD w,e,f  1 September 2013. Customs website is  www.customs.gov.bd .
  • IGM (Import General Manifest, has to be submitted on line in Customs website & is required to be submitted 24 hours prior to vessel arrival at Chittagong. Following infos to be there in the IGM.
    • ​Bill of Lading Number, Voy number, Departure date from last port of call, Customs Code.
    • Carrier AIN, Freight Forwarders AIN, BIN of Bank & actual Importer in Bangladesh.
    • Full name and address of Inbound Consignee/Notify Party in the country are necessary. P.O Box is not acceptable.
    • Container/Seal Number
    • Number of Packages/Nature of Packing/Commodity and commodity code mentioned in custom’s website ‘www.nbr-ctg.com’.
    • Gross/Nett Weight for cargo & container
    • Marks and Numbers
    • Status (FCL/LCL)​  
    Local Information
