Customer Notice Regarding Relevant Provisions of the Law of the People's Republic of China on the Safety of Hazardous Chemicals

Dear Valued Customer,

The Law of the People's Republic of China on the Safety of Hazardous Chemicals shall take effect as of May 1, 2026. The following provisions relate to the transportation of dangerous goods (DG) and apply to all DG shipments imported into and exported from the People's Republic of China. Please take note of these provisions and ensure full compliance.

Article 31

Producers and importers of hazardous chemicals shall provide Chinese Safety Data Sheets (SDS) that are consistent with the hazardous chemicals they produce or import, and shall affix, print, or securely attach Chinese chemical safety labels that correspond to the hazardous chemicals contained in the packaging (including outer packaging; the same hereinafter).

Both the Safety Data Sheets and chemical safety labels shall comply with the requirements of relevant national standards.

Where producers or importers of hazardous chemicals discover new hazardous properties of the hazardous chemicals they produce or import, they shall make an immediate public announcement and promptly revise the corresponding Safety Data Sheets and chemical safety labels.

Article 82

When consigning hazardous chemicals for transport, the shipper (consignor) shall submit to the carrier an electronic or paper dangerous goods consignment list, specifying the type, quantity, hazardous characteristics, and emergency response measures in the event of an accident for the hazardous chemicals being transported. The shipper shall also provide the Safety Data Sheet (SDS) and, in accordance with relevant national regulations, properly package the hazardous chemicals, affix, print, or securely attach chemical safety labels that correspond to the hazardous chemicals contained in the packaging, and ensure that such information is readily available for inspection at all times.

Where the transportation of hazardous chemicals requires the addition of inhibitors or stabilizers, the shipper shall add them in accordance with regulations and inform the carrier of the relevant details.

*In case of any ambiguity or discrepancy, the Chinese version shall prevail.

Thank you for your continuous support to OOCL.
