Outbound Documentation – Bill of Lading Issuance – 2nd Update
For safety measures due to COVID-19, all bill of lading issuance transactions will be done online via MY OOCL CENTER (MOC) starting today until further notice.

Also, the following are possible identified solutions to eliminate manual BL pick up and/or endorsement at the counter.
i.) For original bill of lading with straight consignment we suggest converting into seawaybill. Once payment is done and registered in our system, we will automatically upload seawaybill copy in MOC.
ii.) For original BL under “To Order" consignee, please check if can be converted into straight consignment and seawaybill BL type.
iii.) For original bill of lading that cannot be converted to seawaybill due to Letter of Credit purposes, we encourage to make use of online BL printing via MOC. Another option is to make use of BL release elsewhere facility in which original BL can be printed at destination. This is to save courier costs in sending original BL set to consignee.
iv.) For telex release in which manual endorsement at the counter is needed, we suggest converting into seawaybill. It has the same effect as seawaybill – cargo can be released at destination without presentation of original BL. Also, no need to pay USD20 telex release fee if converted into seawaybill BL type.
v.) If item number 4 is not workable for telex release, please proceed under the following two options:
a.) If OBL is in the possession of customer, need to send the following via email to [email protected]
a.1 Email request for telex release
a.2 Provide colored scanned copy of OBL/ signed at the back (there are apps that can take a scanned like photo of a document – Scannable is one)
a.3 Furnish signed LOI
a.4 Payment confirmation of charges including $20/BL telex fee, for non-credit customers
a.5 Surrender the OBL after the enhanced community quarantine for Luzon has been lifted
b.) If OBL has not been printed, need to send the following via email to [email protected]
b.1 Email request for telex release
b.2 Furnish signed LOI
b.3 Payment confirmation of charges including $20/BL telex fee, for non-credit customers
b. 4 Endorse at OOCL's counter office once government lifts the lockdown
