(DECREE NO. 172 OF GENERAL ADMINISTRATION OF CUSTOMS)
The latest advice we have been given is that Chinese Customs will be enforcing the new format commencing 1st January 2010 whereby information MUST be premanifested for their checking. This information includes but is not limited to:-
- Shipper, Consignee and Notify Party (Must comprise full name and full address details)
- Cargo description
- Total number and type of packages (Total gross weight and total cubic measurement)
- Container information (Container and seal numbers, a breakdown of container details by piece count, gross weight and cubic measurement)
OOCL has been working with Chinese Customs since they instigated their dual manifesting process in July 2009. Recently the checks undertaken on the new format manifesting have become more visible and they have increased their checks to determine integrity of the data submitted. We strongly recommend that all efforts are made between now and the end of the year to ensure full data is supplied to OOCL in a timely manner in order for us to submit to Chinese Customs.
From 1st January 2010 any cargo that is not manifested in full compliance with Chinese Customs will not be loaded.
Please also be aware that all manifest amendments made after initial submission could attract penalties from Chinese Customs, and any levied to OOCL will be passed to goods.
